I have a friend from Mexico who has been here for 13 years and he tells me he will be deported in December. He came here on a visa but it has long expired. His attorney has apparently told him to find an American woman that will marry him so he can get his papers, but his odds in doing this are not looking good. He said his attorney told him that another option would be to open a business, because then the government could charge him taxes and this would enable him to get papers to stay in America. I've never heard of this before. Does anyone have any information regarding illegals being able to stay as long as they have a business? I'm in Indiana, by the way. I'm not sure if the rules are different per state.

The "rules" are not different by state.

Your friend is associating with an attorney whose creative advice borders on conspiracy to commit visa fraud. Paying business taxes has absolutely nothing to do with satisfying USCIS that one should be allowed to remain in the U.S.
