Wife missed 2nd interview test for citizenship

Uscis say they mailed us a 2nd interview test after wife failed the first test. We obviously never recieved it for some reason and now we recieve a letter that this decision is 'final'. Does final mean she needs to reapply for a new application or does it mean she can no longer for a n400 until a certain amount of days has past by?

It's hard to explain exactly, what the letter is saying, without really knowing exactly what's in it. Regardless, my advise to you is to make an info pass, immediately.

Final, could mean this is the last of such letter they will be sending to you.
