There's a "guidance", for the Affidavit of Support. If the Sponsor isn't able to financially, do that, then he would need to get a Joint Sponsor, who can financially cover the Himself and Beneficiary.

Bear In mind the Sponsor must also submit an Affidavit of Support, because wether he is able to financially or not, he is still responsible for the Beneficiary.

The Affidavit is not necessarly based only on the amount one earns but the amount of Pearson/persons in the household, himself and of course the Beneficiary.

If your sister's income isn't enough, she could add her husband's income, using him as household member. Therefore, having him fill out an household income form.

I-1864 for your sister and 1-1864A, for her husband.

      Poverty guidelines:-
For two, say sponsor and Beneficiary, it's $19,912. For three persons, say your sister, her husband and you, it would be $25,112.
