Do we really need N-600 for obtaining US passport for minor ?

I have minor of 9 year old, I will be becoming US citizen and applied N-400 .. For getting US passport for minor, there looks to be two ways
1. Apply N-600 and submit to US passport office
2. provide birth certificate and US parent info directly to US passport office

Have anyone tried option 2 and got US passport for minor ?
