Can my parents amend the application? (I-130) Preference issue

Hello,

My parents are going to get their green card soon and they want to petition for my siblings, does the fact that I already applied and sent in an I-130 for my sibling affect this at all? My siblings are preference 4 for me and an 2A for my parents.

1. Do my parents need to send a new I-130 after they become permanent residents?
2. Can they "update/amend or add to my I-130 application that was sent earlier?

One of your parents needs to submit a new petition for each child/your sibling.

So I take it they have to pay again for the I-130? I just threw away $840? Ha.
