My brother in north Carolina file for me since 2007 brother to sister f4 . I'm from St Vincent in the Caribbean. They told him they at 2003 and I have to wait is it possible it would take 20 years or more ?

Iam from st Vincent in the Caribbean and my brother file for me since 2007 brother to sister f4. They approve it in Jamaica new York. Then send it to Barbados in the Caribbean. Then my brother call them twice they said it would take about 20 years. Next they said the are at 2003 and I got to wait. Can you tell me if its possible that it can come through before 20 year? I'm a none US citizen
