My parent's got their green card in Oct 2011 and are now planning on applying for their US citizenship. They are approaching their 5 year anniversary. They have met all the conditions for citizenship application including not leaving the US for more than 6 months in any given year. I needed clarification on the following:
1/ We were informed that they can apply for US citizenship 3 months before the anniversary date. That would be around August timeframe. Is there an issue with that or do they need to hit the 5 year mark and only then apply?
You may file Form N-400 ninety (90) calendar days before you complete your permanent residence requirement if your eligibility for naturalization is based upon being a: Permanent resident for at least 5 years; or. Permanent resident for at least 3 years if you are married to a US citizen.

They met someone yesterday who said that their early filing got rejected and because of that they lost the application fee and had to re-apply all over again. Please let me know what the correct procedure and timing for application should be?
