Hello. My 60 year old grandma whose lived in Illinois for 5 years now qualifies for filing for her citizenship. She wants to know if she can file in a different state here by me in Texas instead of Illinois. Is this ok? She and her husband(who is a citizen) also receive state benefits in Illinois so can the state of Texas accept a I-912 fee waiver form? Also her English still isn't great but I believe she qualifies for a waiver on her examination if someone can verify that for me. Thanks for your help

State residence not an issue
If your mother now resides with you, she would file at the proper mailing address according to the form instructions. As for qualifying for English language test, the info below should help. She will likely need to interview in Texas local USCIS assigned to your jurisdiction as required for all naturalization applicants, no matter what state she resides in.
You Are Exempt From The English Language Requirement, But Are Still Required To Take The Civics Test If You Are:
•Age 50 or older at the time of filing for naturalization and have lived as a permanent resident (green card holder) in the United States for 20 years (commonly referred to as the “50/20” exception).
OR
•Age 55 or older at the time of filing for naturalization and have lived as a permanent resident in the United States for 15 years (commonly referred to as the “55/15” exception).
As for I-912 waiver fee, you attach it to your mother's naturalization form - she has to be the Petitioner, not you.
