Form I-130. Apply on American territory or in their country of origin?

I'm a brazilian Citizen and My daugther (22 years old) is a US Citizen. To my daughter apply the Form I-130 for me is better i go to US territory or i stay in Brazil? Because we were advised that the best way would I go to the US with a tourist visa and apply it while I was there. But I find it very strange, because and the tourist visa expires I will find myself in an illegal situation.
