90 days before 5 year GC end time

Hello everybody:
My GC was issued on 2/16/2012. I travelled twice outside the country during this 5 year period(total is 10 weeks outside the country)

I have 2 questions

1) From the eligibility calculator, it says I can apply on or after 11/18/2016. Has anybody applied for N-400 exactly on the eligibility date. Is that correct?
2) Can I still apply on 11/18 inspite of the fact that i was outside the country for 10 weeks during the 5 year period.?

Can somebody help calrify?

if your trip was less than 180(6 months) you should be fine. you can apply 90 days before your GC 5 year period.
