Were you and your brothers born in wedlock or out of wedlock? Was your mother physically present, in any status, any time in her life before your birth for a cumulative total of 10 years, including 5 years after she turned 14?
This is my personal opinion and is not to be construed as legal advice.

As for your brothers, well, your mom left the US when she was about 18 and 3 months. So at that time she had been physically present in the US for about 4 years 3 months after turning 14 (assuming she hadn't been out of the US before then; otherwise it would be less). She needs to have made up the remaining 9 months with trips to the US, to add up to 5 years of physical presence after turning 14, before the birth of your brother(s), in order for them to have been US citizens at birth.
