Apply for citizenship while waiting on decision of ROC?

Hello! I am a brazilian born citizen, my spouse American born citizen.

I have 2year GC and applied for ROC aka removal of conditions 10 year GC in November.

I am eligible to apply for citizenship under 3 year rule in November of 2017.

If I don't have a decision on ROC by then, can I apply for citizenship with expired 2 year GC?

Also, does anyone knows if Brazil allows dual citizenship for USA and Brazil?
in this case if my brazilian passport was already expired, can I travel with American passport and expired brazilian passport?
What do I use to travel in that case?
