How should i answer my n400 form which says "Have you EVER not filed a Federal, state, or local tax return since you became a lawful permanent resident?"
I filed federal taxes and have my transcripts. but never filed the state and local tax due to my low income. Should i write yes or no? does it make a difference if i have my federal tax but not my state tax?

Answer "no," and include a copy of the State filing requirements which exempt you from having to file a State tax return for your state.
