citizenship through Sec. 341.

Hi,
My two little children got last week citizenship through Sec. 341.
Does that mean the are citizen from now, or retroactive from birth?
I'm asking to know if I can claim them as my dependents in my tax form.

You can't "get citizenship through Sec. 341". INA 341 describes the process for getting a Certificate of Citizenship for someone who's already a citizen. As for how they became citizens, it's through some other section. You have not provided enough information to tell.
