Got a Disorderly Conduct ticket... how to report it?

Hi all,

time for me to apply for Naturalization...

Unfortunately in July 2015 I received a Disorderly Conduct Ticket for offence 36 CFR 2.34 (1)(2), which I promply paid ($275). On the violation notice Box B is marked ("pay the amount below or appear in court").
I don't understand how to report this on my N400. Which of the boxes from 22 to 28 should I mark "yes"? Does getting that kind of ticket count as an arrest?

So, basically, I just need to mark "yes" on items 23, 24 and 25?
I hope it will be considered a petty offence....
