This is my situation:
April 2010 - I got married to my American husband who lived in Germany working for the US Dept. of Defense
May 2012 - Permanent resident card was acquired at Frankfurt Germany’s US embassy. I would have been a citizen while in Germany for 6 years but my husband did not file his taxes all those years, hence he could not give me our tax transcript. We lived together in Germany all those years.
January 2017 - My husband moved from Germany to Maryland. He was assigned until now to the US Army Corps of Engineers in Maryland. I did not move back with him as I had to fulfill my work contract and wait for the end of the school year until my German students finished kindergarten and on to grade 1. I was an English teacher there.
June 2017 - My husband finally filed our federal joint income tax returns in Maryland.
August 19, 2017 - I moved to Maryland to join my husband. I entered the US under military orders.

Questions:
1) Am I eligible to file for naturalization under 319 (b) still?
2) Can I file on my own now or will the 7-month absence from the US affect my situation even if I came to the US on military orders?
3) When can I file for naturalization?
4) What requirements do I need to submit and how long does it usually take in Maryland?
