    Recently, I have heared rumors that if a child has been born by non-US resident parents (and not greencard holders also) won't be able to get a US citizenship, can anybody assure that or says that it's true ?

    Absolutely false. 14th Amendment to US Constitution: "All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the state wherein they reside." In this context, "subject to the jurisdiction" includes everyone except people associated with foreign diplomatic missions.
