Naturalization based on military service / Form N-426 HELP!

I passed my interview yesterday but was told a decision cannot be made because the form N-426 which I am holding is not signed by an officer with a rank of an 0-6 or higher, the commanding officer of my ship only holds an 0-5 right now I really hit a wall since I already talked to USCIS, Legal Office and on my command and no one seems to know what to do or even who to talk to for help.
