You can apply for naturalization when you meet the requirements to apply. For example, if you have been married to a US citizen for 3 years, and you have been a permanent resident for 3 years (or are within 90 days of being a permanent resident for 3 years. It doesn't matter whether your Removal of Conditions is still pending at that time or not.

This is my personal opinion and is not to be construed as legal advice.

You apply for Removal of Conditions in the 90-day window from January 2019 to April 2019 (you will have to calculate the exact 90-day window). You can apply for naturalization starting in January 2020 (when you will have been a resident for 3 years minus 90 days).
