    I am applying for my citizenship and I came across this question:
    Have you EVER not filed a federal, state, or local tax return since you became a lawful permanent resident?


    I didn't file taxes for 2-3 years after obtaining my green-card because I was a full-time student and only worked part-time for some of this
    period. I made much less than $10300 gross income. Probably like half of this. Will it be an issue submitting my application and giving this
    as my reason?

    The IRS Interactive Tax Assistant (ITA) stated the following:
    You are not required to file a tax return because your income does not equal or exceed $10,300, nor do you owe any special taxes or have any special situations that require you to file.

    It is not an issue based on why you did not file. In your case, it does not seem to be an issue. You will still indicate on the form that you did not file taxes and then get documentation from the IRS that explains you were not eligible to file. If you could get the statement from the ITA in a document from IRS, that will work.
