5 year Rule Applies when coming back or when being denied first time?

Hi! I wanted to ask, if I came back from the Philippines to the US on June 2013, but got denied July 17, 2014, after applying on November 2013 can I reapply now since it has been almost 5 years this June 2018? I have not gone outside the country more than 6 months since I last came back on June 6, 2013. Or should I wait until June 6 of 2018?

Sorry whats the background of the issue?

Are you LPR/GC holder?

You have been denied where? entering the USA? Entering the Philippines?
