How does USCIS schedule oath ceremonies?

I just heard today from a person in my same state who passed interview on February 12 and today got letter with date and time for ceremony in March.. I passed my interview on January 30, and I'm still "in line for oath ceremony..".

I've read about many similar cases.. it seems there is no "first come first served" basis.

Any ideas how they proceed?
