Visa Photo Change on US. Passport

i have issue with the visa that Saudi embassy has mistakenly printed my youngest daughter picture on elder daughter visa in US Passport remaining information is genuine n correct. When we contact KSA Embassy they said its your travel agent fault because the picture and data enter by travel agent. when i contact travel agent it says its not our fault . i want to know what i have to do now. my elder daughter US Passport is expiring in 2 months what supporting document i have to need ? or simply go to embassy with both daughters and renew the elder daughter passport?
