White background is not OK for OCI photos?

Most passport phots places such as Walgreens, Costco, AAA, etc. take photos with white background. Are these acceptable for OCI?

It seems the OCI instructions say that the photos must have "light color" background - which I suppose says "not white"

Please give your experience on this.

This is unusual requirement but the background can't be white for OCI photos. You must insist to the person taking the person to take the photo appropriately even if he argues that such photo is no good.
