how many days before 5 yrs are up can i apply for citizenship?

Have had my GC since Apr-2002, so 5 yrs would be up by Apr-2007. I have made only a few short overseas trips for 1-2 weeks.

So as of now, i have been with a GC for 4 yrs and 7 months, with sum total of foreign trips not exceeding more than 2-3 months.

Question is: can i go ahead and file N-400 with USCIS, or is there some restriction, about how many days ahead of full 5 yrs on GC are up, before one can file for naturalization?

90 days. You can file for your naturalization in Jan 2007.
