N-652 and naturalization

I had my N400 interview and got the N652 with "congratulations....." marked. Now I'm waiting for oath letter. Is the N652 the final decision for naturalization or the oath letter? could the decision change between now and oath?

I also received N-652 on April 9th saying "Congratulations" but still waiting for oath ceremony letter. I don't think that decesion can be changed now being they have already given you letter.

My wife got her N-652 in March and was told that the Oath would be in April. But so far no oath letter. My friend had his interview on Apr12 and got his Oath letter the same day. Oath was on 20Apr. I guess its case to case. I have still not got my interview letter even though my wife and me for FP on the same day.
