Citizenship filing Fees

Immihelp,
Can u let us know if the Filing fee and finger print fee are increasing from May 1st 07 ?

If it is true should the papers reach the USCIS before 1st may or is it OK if it is postmarked by April 30.

Inputs are appreciated.Thanks in Advance.
