Fee increase from july 30

I am eligible to apply for apply for citizenship on july 28 since I complete 3 years on oct 28 and I am married to US citizen. Now suppose I mail the package on july 28, do I have to include a check for the old fees or the new fees?
I am confused. Please help.

The way I read it, if post-marked before July 30, you can use old fee structure
