When I am eligible for applying for citizenship

I came in US on H1 in dec 99. Got GC in 9/6/02.

I went to India in 2004 for 4 months
and then in 2007 for 1 month.

When can I apply for citizenship.
Also is there going to be new rule to end family based immigration say for parents and brother/Sisters.

As far as I know, you will be eligible for citizenship on 9/6/07. Your trips abroad should not count as absences because they were under 12 months long and you haven't been absent more than the allowed total of months.
