Waiting in Queue for Interview

I called the USCIS and found that the case is waiting in Queue for interview for the last 2 months. What does it mean.....is it normal or is it some thing an indication about waiting for FBI Name Check. I would like to get the experiances of the Gurus here - do they put some one in the Queue if the Name check is not completed. I heard lot of stories about the Name check backlogs....So I would like some info.....
