Question regarding citizenship requirement

One of the requirements to apply for citizenship is that you need to live in the State or District for 3 months.

Is it considered ok if I go out of country on a temporary visit during these 3 months?

it means establish residency. that you live, in the state.

a short trip like that should be fine, for as long as you have establish residency.

go to the DMV and get your new state's drivers license.
