NY-Garden City/Done with Interview, but confused

I had my interview on May 14 with officer Viera in Garden City, NY. I passed the test of English......................and got a check mark on INS will send you a written decision about your application on form N-652. Officer told me I should be taking the oath in June, and I was happy to hear that. However, after checking this forum I realized she did not even recommend my application for approval. Anybody has an idea how long does it take to get oath letter in NYC? and why she didn't recommend my application for approval?
