Please Help!!! US Citizenship

I have a question regarding US Citizenship. It's a long story but I won't bore you with all the details.... My mother was born on an American Airbase in England, her father was a US Soldier. He registered her at birth as an American citizen. They then moved to the US for a period of 4 years, unfortunately her mother and father split. My mother was taken back to England and made a "ward of court" until the age of 18. No-one had full custody of her, but she was not allowed to be taken back to America either. My mother was 5yrs old at the time. My mother was never told about her citizenship until 5yrs ago when she managed to trace her father who is still living in Ohio. They now have a fantastic relationship and my mother has her citizenship, she actually lives here in the states. My question is, why can she not pass it on to me??? I am 25 and my mother was told she cannot do anything because I'm over the age of 21..... BUT how could she if she never knew herself until 5yrs ago?!? I really don't understand, as my father is an Canadian Citizen and he was able to pass his Citizenship down to me over the age of 21. Why is it soo complicated. Please help, I would really appriecate any advice you have.
