How long will I receive the old us passport back

All,

I received my new us passport on 8/14/08. The piece of paper in the envelope says "you may receive your newly issued book and your returned citizenship evidence in two separate mailings."

It has been two weeks and I didn't receive the old passport back in the mail. Am I supposed to get the old one back?
