FBI -Fingerprints Question

hi all
does the FBI keeps records of Fingerprints of an applicant who applied twice for the naturalization? my frd applied twice (1st time he was rejected,but the FP were good and clear), he applied second time for citizenship(going thru all the process), but his FP were rejected ..so my question ..can the FBI use his old FP (the prints that were cleared in the 1st application).. or do they just ignore the 1st fingerprints of the 1st application ??

Whether they keep it or not, you will have to go through fingerprinting again for second application and clear it.
