Question about disabled brother

My mother and brother live in my home country. I would like to apply for their residency to
have them come and live with me. I know that the process won’t be complicated for my mother. However, she is taking care of my 23 year old brother ( mentally disabled)

how difficult would it be if I would file for him as well. Because my mother won’t be able to leave him behind for obvious reasons.

would it take longer/ faster because of his disability?
