Hello, My daughter is below 18 years old and she just received her permanent resident visa this month. but someone told me that she is eligible for N600? I am not a U.S Citizen when she was born 2002. I became U.S citizen 2008.

What do you mean by "she just received her permanent resident visa"? If she has entered the US with her immigrant visa, or her Adjustment of Status was approved, then she is a permanent resident. In that case, she is also already a US citizen, as a permanent resident under 18 living in the US with a US citizen parent. She became a citizen automatically and involuntarily under INA 320, with no application or other action needed. She could simply apply for a US passport at any time. She could also file N-600 for a Certificate of Citizenship (note that this doesn't give her citizenship; she must already have citizenship before applying for this certificate; it's just a certificate documenting her citizenship), but in my opinion this is a waste of money ($1,170) as it doesn't do much that a US passport doesn't do.

There is no "permanent resident visa". Maybe you mean "immigrant visa". If she entered the US on her immigrant visa, she immediately became a US permanent resident upon entry, and she also immediately became a US citizen under INA 320.
