N 400 Santa Ana Ca takes too long, can I move my address to San Diego to speed it up?

I live in Orange County CA and the processing time is 12.5 to 16.5 months
The San Diego center time is only 7.5 to 11.5 months
If I change my address to San Diego, can I apply right away? Or do I have to wait 3 months to apply
The time difference seems to be 5-6 months between the two centers

as I know, 3 months is for state, if you change your address in same state seems you do not need to wait 3 months.

FYI - I am also from OC. I have completed my interview and Oath mid of last month. I heard from the IO that the San Diego office was only processing the applications from Santa ana (last month) as the santa ana office was clogged. So don't wait for the processing time. Go ahead and apply.
