My wife filed to have the conditional status on her green card removed. It's been 10 months, she's done the biometrics, but still no final removal. Next month she is eligible to file for citizenship. Can she still file for citizenship if the condition removal is not complete?

Yes. And in fact, applying for naturalization might help speed up her Removal of Conditions.
