Married 10/2017 and got the green card 11/2018. I know we have to file the I-751 90 days prior to the green card expiration but does the 3 year eligibility for citizenship start from when we were married or when the green card was approved?

You need to have been a permanent resident for 3 years (can apply 90 days before that) and married to a US citizen for 3 years. In your case, since you married a US citizen first and became a permanent resident later, it is 3 years after you became a permanent resident (and you can apply 90 days before that).
