    We are applying for our first US passport. We have no proof of identity. Is Naturalization Certificate enough as citizenship proof as well as identity proof (there is a picture on it)?

    Yes, NC should suffice
    If you currently possess a passport, driver license, etc, you can also include a copy of that

        I believe for first US passport it has to be in person appointment in a passport office or whatever it’s called. It can’t be through mail application. Are passport offices open for non emergency passport applications?

          Yes, went to USPS today and applied today. BTW the person did ask for a separate ID. Fortunately we had Indian passport which he accepted. They require you make appointments using USPS website. They did charge us $145. Apparently there is a facility charge of $35 and then application fee of $110. I don't believe there was a facility charge few years ago. Whole process took less than 15 minutes. HTH!
