Citizenship for elderly mother

My mother (77 year old) had her citizenship interview back in September since she is illiterate I filed the form N648 (requesting English test waiver based on medical condition) during the interview the officer said that the illiteracy alone cannot be a reason for consideration and asked us to provide more evidence, since then I am trying to contact the doctors asking if they can give the N648 on aged based memory issues (interviewing officer said this). Now that she is scheduled for her second interview on the 1st December I am not sure what to do. Any suggestions?

I got one N648 for my dad since he had legit cognitive issues after his car accident 5 years ago and had brain surgeries. The officer just looked at the scar and agreed to exemption and I stayed with him for the interview in our native language which I was the interpreter. This was prior to covid.
my mom has applied twice. The first application had 2 attempts and both failed( both times extremely anxious which she takes medication for, the officer had no compassion for her when she had a panic attack at the end of the interview when done with all questions but couldn’t work with the ipad to sign her name- very last step. A lawyer could have helped)
I decided to file n648 for anxiety and memory issues the 2nd time she applied. She had a neuropsychological evaluation and had the form done by 2 doctors. I told her she still has to study and don’t count on it. This time I hired a compassionate lawyer. The first thing the officer said is that she has to take the test( my mom is 65) I told the lawyer don’t fight for it because I knew my mom could manage
she did well but again with the ipad there was a problem. If she didn’t have anyone on her side to calm her down she would have another panic attack. The officer said oh there is a problem with the ipad and no worries. She passed this time.
Your mom is older. Honestly I don’t know what the officer would say but since you can’t be there, hire a lawyer. I hope everything goes well with your mom.

Hi, thank you for the information, my mom got her application approved, so after the first attempt I went to a immigration doctor to evaluate her for her dementia. The doctor gave his analysis report to me. I went along with my mother for her interview as an interpreter, just by looking at the document he said I can approve her application this time(my mom is 76 years old) and asked her rest of the questions and all and walked us out. Now she is scheduled for her oath on the 15th Jan. Didn’t hire any lawyer I am glad it worked.

I am glad it’s over for her. What do you mean immigration doctor? Where do you find such a doctor?

I am sorry I did not get to see your message till now, if you go on google and search as immigration approved list of doctors you will get the list in your area. - hope this helps.
