    Hello,
    Can someone pls help. I am filling N400
    form and in section 12 item 23 it’s asked if have I been arrested, cited or detained by any law enforcement officer?
    I hand only got parking tickets twice in past as I had parked my car at unauthorized area. I had paid the fine only. Is this considered as citied or not as it was just wrong parking ticket? I was reading the form n400 instructions where it’s mentioned that parking ticket is not considered as cited. Can you pls let me know that do I have mark this item in the form as Yes or No?

    you do not need to disclose if the only tickets you got were for wrong parking (i.e you are not in the car). So, IMO, if you got only parking tickets you don't have to answer yes to that question.

    But, also see the discussion in the following thread and decide for yourself. Some feel, better to disclose the parking tickets also and show evidence that it was paid.

      I was reading the above article on page 21. Below paragraph states that parking ticket is not a traffic citation

      It is important to note that Item 23 of this section asks “Have you ever been arrested, cited, or detained by any law enforcement officer (including any immigration official or any official of the U.S. armed forces) for any reason?” As such, this would include any arrest, citation, or detention by the INS, the Border Patrol, USCIS, CBP, ICE, or any Immigration Service agency. Also, due to the fact that this question includes the word “cited,” the ILRC believes that applicants should answer “yes” to this question, even if the only interaction the applicant has ever had with any law enforcement official was a traffic citation, and disclose those incidents in Part 12, Item 29.65 A parking ticket is not a traffic citation or moving violation. Although traffic citations without arrests should not affect one’s good moral character for naturalization, many USCIS offices require that an applicant note any traffic citations on the application and mention them when under oath during the interview or else possibly risk having her naturalization application denied for giving false testimony under oath
