    I am ready to finish up my Citizenship application but I am a little confused on these 4 questions on Part 10 Section D - Good Moral Character. I have read in other blogs that I should include everything, including traffic tickets. I've had 2 traffic violations in which I was given a citation to appear in court, one for carpooling solo and the other for talking on cellphone while driving, but instead I just end up paying the fines for both rather than going to court. Now I am not sure if questions 15 should be YES and if it is I believe ALL should be YES or maybe just 16 should be YES.

    15. Have you ever committed a crime or offense for which you were not arrested?
    16. Have you ever been arrested, cited, or detained by a any law enforcement officer for any reason?
    17. Have you ever been charged with committing any crime or offense?
    18. Have you ever been convicted of a crime or offense?

    I really hope someone can give me good advice.

    In the full N-400 instruction booklet, it notes that traffic violations under $500 fine does not need to be stated on the application. Therefore if the 2 traffic violations were fined under $500, then no need to state it. You can verify on their website as well. Hope this helps.
