    My grandma is 78 years old and she has green card. I'm trying to get her US citizenship but the problem is she doesn't speak, read or write any enlgish. Moreover, she is illiterate in her original language which makes it even worse. I know that I can apply a medical exemption for her (form N-648) because she has few medical conditions but I dont know how much these conditions can help her to get the US citizenship test exemption. The medical contions she has are high blood pressure, knee arthritis, meningioma(non-cancerous tumor in brain) and cataracts.. Her general doctor filled out form N-648 but only wrote that her knee arthritis can prevent her from going to an english learning center to learn english.. Do you think what the doctor wrote is sufficient for N-648 to be approved?

    Not a chance in **** **

    There are general exemptions to the English requirements but she'll have to wait for them:

    55/15: Age 55 or older and been a lawful permanent resident for 15 years, on filing date. English is waived and can be tested for civics in language of choice.

    50/20: Age 50 or older and been a lawful permanent resident for 20 years, on filing date. English is waived and can be tested for civics in language of choice.

    65/20: Age 65 or older and been a lawful permanent resident for 20 years, on filing date. English is waived and can be tested for civics in language of choice AND gets to study for the EASY civics test, fewer questions to study.

    N-648, Medical Waiver is for people who have something really wrong with them that makes them unable to learn and demonstrate their ability in English and civics. There is no ***** formula, it is an a case-case basis.

    Someone might have a virulent cancer and they are getting a nasty course of chemotherapy and it wipes them out.

    Someone might have some kind of genetic defect in their cognitive skills center of the brain.

    Someone may have suffered a bad stroke that messed up their memory and cognitive functions.

    The bottom line is they have to have something actually wrong with them that effects their ability to meet the requirements.

    Simply being old and illiterate is sad but doesn't get an exception.
