Selective Service Registration?

I am applying for GC based naturalization. I did not know about SS and never registered for it. Based on the dates and age-timeline, was I required to register for SS after I got my H1B? If yes, should I write a letter explaining my ignorance? Can I register for SS now?

Here are the relevant timelines and ages:
Born in June 75. Came to US in 97 (age: 22) on F1 visa. Was a student until Dec 2000 (age: 25). Got my H1B status in March 2001 and got it stamped on my passport in Dec. 2001 (age 26+). Got my GC in 2004 (age: 29)

The question is meant to satisfy the the following three requirements, correct me if I am wrong.

1. Male
2. Age between 18 and 26
3. Lawful immigrant (Green Card Holder)

Based on your numbers, you do not fall in the age bracket at the time of GC status.
