I am an ESL tutor and am helping my student fill out their citizenship application. I do not speak his language. I am helping him in English, which he understands, and we occasionally use a translation app for more complicated concepts.
However at the end of the form it asks him to choose whether 1) he is fluent in English and can read and write and understand everything on the form on his own (which is not true) or 2) someone read the form to him in _______ (fill in the blank) language in which he is fluent. But that isn’t true either. I read the form to him in English, and he is not fluent. He can do well enough to past the reading and writing test, but not enough to handle this complicated form.
Am I not allowed to help him? Does he instead need to find an adult who is fluent in both English and his language (not a common one here) to assist with the application?
