To be eligible to apply for US naturalization in a US district/state, one must have established and maintained residence for 3 months in that district. How many days does this 3-month requirement represent? Is that 90 days? Or a variable amount of days depending on which months the applicant established their residence? Or some other numbers?

Always give a buffer of few days. You can be fine at 95 days to avoid any issues.
