A "national of the United States" is either a "national" or a "citizen" of the U.S.
A "national" is person who owes permanent allegiance to the U.S. but is not a citizen. This is a person born in the Out-Lying Posessions (OLP's) of American Samoa or Swains Island OR a person born abroad to a qualifying "national".
A "citizen" is a "national of the United States" with the extra benefits and responsibilities of voting, serving on a jury, petitioning for "immediate relatives" under the INA, obtaining and travelling with a U.S. passport, BUT running for President is reserved to one who is a "natural born citizen".
Natural born citizen is not defined in law by statute, regulation or precedent. Some feel that it includes ONLY people actually born inside the U.S., some would also include a citizen born in an OLP, yet others also include those born abroad to qualifying citizen parents who are considered citizens at birth. Although the jury is still out on the issue, John McCain was reportedly born outside the U.S. and he ran for president.
Black's law dictionary defines "citizen" as: a person who, either by birth of naturalization, is a member of a political community, owing allegiance to the community and being entitled to enjoy all its civil rights and protections; a member of the civil state, entitled to all its priviledges.
