My father has a priority date of oct 1 1991. It was current last oct 2010 and was retrogressed again to 1988 before the process was completed. this is an F4 category. We paid all the fees already. My question is can I upgrade the petition (daughter to parent)? and what are the procedure to do so since there is a pending application already? and should I pay all the fees again regarding AOS fee and IV fee? Please advise.
